From the "AGREEMENT that updates the average annual availability of the surface national waters of the 757 hydrological basins that comprise the 37 hydrological regions in which the United States of Mexico is divided", published in the Official Gazette of the Federation on 07 July 2016, it is clear that in the Alto Río Coatzacoalcos, Bajo Río Coatzacoalcos, Alto Río Uxpanapa, Bajo Río Uxpanapa, Río Huazuntlán y Llanuras de Coatzacoalcos watersheds, which are part of the Coatzacoalcos River Hydrological Subregion of the Hydrological Region Number 29 Coatzacoalcos, there are volumes that can be exploited. So, the proposed regulation seeks to establish water reserve areas for domestic, urban and environmental public or ecological conservation. With the above, it will be possible to take advantage of the volume available in these basins, giving priority to the current and future demands of domestic and urban public use and to provide volumes for environmental use or ecological conservation.
