The draft regulation aims to establish the Guidelines that define the criteria, assumptions, and administrative procedure to be followed by the National Commission for Physical Culture and Sport for the cancellation of receivables in its favor, when their recovery is legally or materially impossible, or when it is demonstrably not cost-effective to carry out recovery actions.
Through the proposed regulation, the classifications of receivables eligible for cancellation are defined, as well as the responsible bodies for their analysis and authorization, and the stages for the integration of the case file, the preparation of the admissibility opinion, and the corresponding approval by the CONADE Receivables Cancellation Committee.
The issuance of the Guidelines seeks to strengthen transparency, administrative efficiency, and the proper management of public resources, allowing for the cleanup of the institution’s accounting records and avoiding the use of public resources in unviable recovery actions, without creating new obligations, procedures, or compliance costs for private individuals.
