The Secretariat for Women is the agency responsible for leading national policy on substantive equality and the eradication of violence against women, based on constitutional, legal, and international law. In January 2025, the Operating Guidelines for the Program for the Prevention and Detection of Femicide and Addressing its Root Causes for fiscal year 2026 were published in the Official Gazette of the Federation (DOF). This program integrates the previous E015 and U012 programs and operates through three components: Justice Centers for Women, Support Actions related to Gender Violence Alerts (AVGM), and Support for Shelters. In accordance with the Federal Budget and Fiscal Responsibility Law, the Secretariat is responsible for granting and managing subsidies. To this end, Operating Guides for each component are issued, aligned with the 2025-2030 National Development Plan.
