The Guidelines for the granting of subsidies to the Federal Entities, through their Local Search Commissions, aim to regulate the allocation, access, disbursement, administration, monitoring, verification, and closing of federal resources assigned to the Budgetary Program U008 “Subsidies for Actions to Search for Missing and Unlocated Persons” for Fiscal Year 2026.
These Guidelines are issued within the framework of the General Law on Enforced Disappearance of Persons, with the purpose of strengthening the institutional, technical, and operational capacities of Local Search Commissions through a co-financing scheme between the Federal Government and the Federal Entities, supporting actions related to the search, location, and human identification of missing and unlocated persons, under a human rights-based approach, with a gender perspective and comprehensive support for families.
The document establishes the requirements and procedures for accessing the subsidies, including the submission of applications, the execution of coordination and adhesion agreements, the distribution of resources based on objective criteria, as well as the obligations related to financial management, expenditure verification, quarterly reporting, budgetary adjustments, and reimbursement of unspent funds.
In addition, it defines the minimum and maximum funding amounts, the disbursement scheme, the applicable deadlines for resource execution, and the procedures in cases of non-compliance, ensuring transparency, accountability, and the proper use of federal public funds, in accordance with applicable budgetary, financial, and accounting regulations.
