Este documento integra el Programa Institucional del Centro de Investigación Científica de Yucatán 2025–2030. Asimismo, este Programa Institucional reconoce los derechos garantizados por la Constitución Política de los Estados Unidos Mexicanos, particularmente el derecho de toda persona a gozar de los beneficios del desarrollo de la ciencia y la innovación tecnológica (artículo 3, fracción V), así como los compromisos internacionales asumidos por el Estado Mexicano en materia de acceso al conocimiento, equidad de género, sostenibilidad ambiental y derechos culturales, conforme a tratados multilaterales como la Agenda 2030 para el Desarrollo Sostenible y la Declaración Universal sobre Bioética y Derechos Humanos de la UNESCO. El Programa Institucional se elabora en cumplimiento de la fracción II del artículo 17 de la Ley de Planeación, que establece que las entidades paraestatales deberán elaborar sus respectivos programas institucionales en los términos previstos en esta Ley, la Ley Federal de las Entidades Paraestatales o, en su caso, por las disposiciones que regulen su organización y funcionamiento; atendiendo a las previsiones contenidas en el programa sectorial correspondiente, y observando, en lo conducente, las variables ambientales, económicas, sociales y culturales respectivas. El Centro de Investigación Científica de Yucatán, A.C. es la entidad responsable de coordinar la integración, publicación, ejecución, seguimiento y rendición de cuentas del Programa.

This document comprises the Institutional Program of the Scientific Research Center of Yucatán for 2025–2030. Likewise, this Institutional Program acknowledges the rights guaranteed by the Political Constitution of the United Mexican States, particularly the right of every person to enjoy the benefits of scientific development and technological innovation (Article 3, Section V), as well as the international commitments assumed by the Mexican State regarding access to knowledge, gender equity, environmental sustainability, and cultural rights, in accordance with multilateral treaties such as the 2030 Agenda for Sustainable Development and the UNESCO Universal Declaration on Bioethics and Human Rights. The Institutional Program is prepared in compliance with Section II of Article 17 of the Planning Law, which establishes that parastatal entities must develop their respective institutional programs under the terms provided by this Law, the Federal Law of Parastatal Entities, or, where applicable, by the provisions governing their organization and operation; taking into account the guidelines contained in the corresponding sectoral program and observing, as applicable, the relevant environmental, economic, social, and cultural variables. The Scientific Research Center of Yucatán, A.C. is the entity responsible for coordinating the integration, publication, implementation, monitoring, and accountability of the Program.
