The “Agreement Announcing the Call for Applications for the 2025 Promotion Competition in the Diplomatic-Consular Branch of the Mexican Foreign Service” has the primary objective of informing members of the Mexican Foreign Service (SEM) of the terms for participating in the Promotion Competition to the ranks of Minister, Counselor, First Secretary, and Second Secretary.
This regulation implements various provisions of the Mexican Foreign Service (SEM) Career Plan, published in the Official Gazette of the Federation on April 5, 2024, which aims to help career SEM members acquire the knowledge and experience necessary to professionalize their performance in service to the State, in matters of public administration and diplomatic activities, with a gender perspective and substantive equality and non-discrimination.
The Career Plan states that promotion is a process for career staff that allows them to advance to the next higher rank, after fulfilling the regulatory requirements and successfully passing the examinations, where applicable, and after a review of their personnel file.
Promotion competitions will be announced by the Secretary, upon recommendation of the Personnel Commission, to career staff at least every two years and must be published in the Official Gazette of the Federation. The holding of these competitions will be subject to the availability of vacant positions, in accordance with current regulations.
The Secretary will approve all other promotions of career staff, based on the recommendation of the Personnel Commission. The evaluation will consider merit, academic qualifications, experience, and seniority.
