INAOE´s Institutional Program 2025–2030 is grounded in a regulatory framework that defines the guidelines for its planning, implementation, and evaluation, ensuring alignment with the Plan Nacional de Desarrollo, el Programa Sectorial de Humanidades, Ciencias, Tecnologías e Innovación (PSCHTI) and the Sistema Nacional de Centros Públicos de Investigación (SNCP). This instrument organizes the definition of objectives, goals, strategies, and priorities, as well as resource planning and evaluation mechanisms, in order to guarantee an efficient, transparent operation oriented toward fulfilling national policies in science and technology.
The Program establishes six strategic objectives focused on strengthening frontier research, consolidating academic training, promoting the social appropriation of science, driving technological development in priority sectors, ensuring effective institutional operations, and reinforcing INAOE’s contribution within the SNCP. Altogether, these elements aim to enhance the Institute’s scientific, technological, and social impact, strengthen the country’s technological sovereignty, and contribute to national well-being through the generation and application of knowledge.
Objective 1. Promote scientific research through the development of strategic projects in basic and frontier science, as well as the consolidation of specialized infrastructure, with the purpose of strengthening the country’s scientific and technological sovereignty.
Objective 2. Provide academic training that equips INAOE students with the tools and knowledge needed to ensure solid and relevant preparation.
Objective 3. Promote open access to knowledge through outreach strategies and the development of scientific vocations from childhood, in order to strengthen the social appropriation of science and citizen participation in the transformation of the country.
Objective 4. Strengthen technological development with a strategic focus directed at priority sectors, to foster technological sovereignty and independence.
Objective 5. Consolidate effective and sustainable institutional operations aimed at positioning INAOE as a national and international leader in basic science, frontier science, and advanced technology, ensuring its strategic contribution to the country’s scientific development, technological sovereignty, and social well-being.
Objective 6. Consolidate INAOE’s contribution to the Sistema Nacional de Centros Públicos de Investigación (SNCP) by coordinating its scientific, technological, and human talent training capacities to influence national strategic programs and projects.
