El Programa Institucional del INAOE 2025–2030 se sustenta en un marco normativo que define los lineamientos para su planeación, ejecución y evaluación, asegurando su alineación con el Plan Nacional de Desarrollo, el Programa Sectorial de Humanidades, Ciencias, Tecnologías e Innovación (PSCHTI) y el Sistema Nacional de Centros Públicos de Investigación (SNCP). Este instrumento organiza la definición de objetivos, metas, estrategias y prioridades, así como la previsión de recursos y los mecanismos de evaluación, con el fin de garantizar una operación eficiente, transparente y orientada al cumplimiento de las políticas nacionales en materia de ciencia y tecnología. El Programa establece seis objetivos estratégicos enfocados en fortalecer la investigación de frontera, consolidar la formación académica, promover la apropiación social de la ciencia, impulsar el desarrollo tecnológico en sectores prioritarios, asegurar una operación institucional eficaz y reforzar la contribución del INAOE dentro del SNCP. En conjunto, estos elementos buscan potenciar el impacto científico, tecnológico y social del Instituto, fortalecer la soberanía tecnológica del país y contribuir al bienestar nacional a través de la generación y aplicación del conocimiento. Objetivo 1. Impulsar la investigación científica mediante el desarrollo de proyectos estratégicos en ciencia básica y de frontera, así como la consolidación de infraestructura especializada, con el propósito de fortalecer la soberanía científica y tecnológica del país. Objetivo 2. Proveer una formación académica que brinde herramientas y conocimientos para asegurar una preparación sólida y pertinente de las y los estudiantes del INAOE. Objetivo 3. Promover el acceso abierto al conocimiento, mediante estrategias de divulgación y formación de vocaciones científicas desde la niñez, con el fin de fortalecer la apropiación social de la ciencia y la participación ciudadana en la transformación del país. Objetivo 4. Fortalecer el desarrollo tecnológico con enfoque estratégico, dirigido a sectores prioritarios, para fomentar la soberanía e independencia tecnológica. Objetivo 5. Consolidar una operación institucional eficaz y sostenible, orientada al liderazgo nacional e internacional del INAOE en ciencia básica, de frontera y tecnología avanzada, para asegurar su contribución estratégica al desarrollo científico, la soberanía tecnológica y el bienestar social del país. Objetivo 6. Consolidar la contribución del INAOE al Sistema Nacional de Centros Públicos de Investigación, articulando sus capacidades científicas, tecnológicas y de formación de talento humano, para incidir en los programas y proyectos estratégicos nacionales.

INAOE´s Institutional Program 2025–2030 is grounded in a regulatory framework that defines the guidelines for its planning, implementation, and evaluation, ensuring alignment with the Plan Nacional de Desarrollo, el Programa Sectorial de Humanidades, Ciencias, Tecnologías e Innovación (PSCHTI) and the Sistema Nacional de Centros Públicos de Investigación (SNCP). This instrument organizes the definition of objectives, goals, strategies, and priorities, as well as resource planning and evaluation mechanisms, in order to guarantee an efficient, transparent operation oriented toward fulfilling national policies in science and technology. The Program establishes six strategic objectives focused on strengthening frontier research, consolidating academic training, promoting the social appropriation of science, driving technological development in priority sectors, ensuring effective institutional operations, and reinforcing INAOE’s contribution within the SNCP. Altogether, these elements aim to enhance the Institute’s scientific, technological, and social impact, strengthen the country’s technological sovereignty, and contribute to national well-being through the generation and application of knowledge. Objective 1. Promote scientific research through the development of strategic projects in basic and frontier science, as well as the consolidation of specialized infrastructure, with the purpose of strengthening the country’s scientific and technological sovereignty. Objective 2. Provide academic training that equips INAOE students with the tools and knowledge needed to ensure solid and relevant preparation. Objective 3. Promote open access to knowledge through outreach strategies and the development of scientific vocations from childhood, in order to strengthen the social appropriation of science and citizen participation in the transformation of the country. Objective 4. Strengthen technological development with a strategic focus directed at priority sectors, to foster technological sovereignty and independence. Objective 5. Consolidate effective and sustainable institutional operations aimed at positioning INAOE as a national and international leader in basic science, frontier science, and advanced technology, ensuring its strategic contribution to the country’s scientific development, technological sovereignty, and social well-being. Objective 6. Consolidate INAOE’s contribution to the Sistema Nacional de Centros Públicos de Investigación (SNCP) by coordinating its scientific, technological, and human talent training capacities to influence national strategic programs and projects.
