Article 26 of the Political Constitution of the United Mexican States establishes that the State shall operate under the Democratic Planning System, based on the strength, dynamism, competitiveness, sustainability, and equity of economic growth for the independence and political, social, and cultural democratization of the nation. Article 17 of the Planning Law stipulates that parastatal entities must develop their respective institutional programs, in accordance with the provisions of that Law, the Federal Law of Parastatal Entities, or, where applicable, the regulations governing their organization and operation, taking into account the provisions contained in the corresponding sectoral program and considering, where relevant, the respective environmental, economic, social, and cultural variables. Article 24 further states that institutional programs shall be subject to the provisions contained in the National Development Plan (PND) and the corresponding sectoral program. The National Development Plan (PND) 2025-2030 is the instrument that establishes the country's development objectives and actions for the coming years. Its goal
is to consolidate the country's transformation under a development model based on well-being, social justice, and sustainability, guided by the principles of honest, democratic, and efficient governance, and a humanistic vision. It aims to consolidate the policy of recovering purchasing power by boosting minimum wages to guarantee a dignified life. This aspiration is embodied in General Axis 3, "Moral Economy and Labor," which seeks to strengthen the national economy, promote a comprehensive industrial policy to reduce our dependence on foreign countries, incentivize responsible investment, and enable national companies to participate in global production chains. Thus, Objective 3.1: "To dignify the labor
remuneration of workers, especially those from vulnerable families, by guaranteeing fair wages," includes continuing the recovery of minimum wages. The Sectoral Program for Labor and Social Welfare (PSTPS) 2025-2030, published in the Official Gazette of the Federation (DOF) on November 27, 2025, comprises six strategic objectives. The National Minimum Wage Commission (Conasami) has incorporated Objective 2, "Boost the purchasing power of formal workers," into its Institutional Program. Conasami's core activity, the recovery of the purchasing power of general and professional minimum wages, falls under General Axis 3,
"Moral Economy and Labor," of the National Development Plan (PND). Specifically, it aligns with Objective 3.1, "To dignify the labor remuneration of workers, especially those from vulnerable families, by guaranteeing fair wages," to contribute to strengthening the national economy by ensuring that minimum wage increases do not fall below the rate of inflation. Similarly, it is part of Objective 2, "Boost the purchasing power of formal workers."
