The 2025-2030 Institutional Program of the Luis Guillermo Ibarra Ibarra National Institute of Rehabilitation represents a commitment to the national project of the “Second Stage of Transformation.” More than a plan, it is a guide for restructuring processes and ensuring that every action contributes to universal access to healthcare, the strengthening of the National Health System, and the reduction of inequalities in care, especially for people with disabilities without social security.
