The Draft Agreement establishing simplification actions for procedures and services carried out before the Ministry of Agriculture and Rural Development aims to update, standardize, and streamline the Ministry’s administrative processes, in compliance with the National Law for the Elimination of Bureaucratic Procedures.
The instrument provides for:
• Updating identification codes (homoclaves) and names aligning them with the institutional “AGRICULTURA” nomenclature.
• Regulatory simplification of procedures through the elimination of redundant requirements, replacement of free-form submissions with standardized formats, and reduction of documentary burdens.
• Reduction of resolution timeframes
• Merging of related procedures to eliminate duplication and optimize processes, resulting in four consolidated procedures.
• Streamlining of the institutional catalog, removing obsolete or inactive procedures from the Citizen Portal of Procedures and Services.
The Agreement repeals the one published on March 25, 2025, and establishes that applications submitted prior to its publication will be resolved under the regulations in force at the time of submission. It also mandates the update of information in the Citizen Portal of Procedures and Services and the alignment of related regulatory instruments within 120 days.
Expected impact: reduction of administrative burdens, increased legal certainty, and greater efficiency in service delivery to the agri-food sector, in line with the national policy on administrative simplification and digital transformation.
