Pursuant to Article 41, Section III of the National Institutes of Health Law, research projects funded with third-party resources must adhere to the general guidelines established by each National Institute of Health;
That pursuant to Article 6 of the National Institutes of Health Law, one of the functions of the Salvador Zubirán National Institute of Medical Sciences and Nutrition is to conduct clinical, epidemiological, experimental, technological development, and basic studies and research in the biomedical and sociomedical fields of Medical Sciences and Nutrition, for the understanding, prevention, diagnosis, and treatment of diseases, and the rehabilitation of those affected, as well as to promote health measures; and to train human resources in its areas of specialization as well as in related areas;
That pursuant to Article 16, Section VII of the National Institutes of Health Law, the Governing Board of each National Institute of Health is responsible for determining the rules and percentages under which public servants participating in specific research projects may benefit from the resources generated by the project, as well as, for a specified period, from royalties resulting from the application or exploitation of industrial or intellectual property rights derived from projects carried out at the Institute;
That pursuant to the provisions of Articles 37, 38, and 41, Sections IV and V, of the National Institutes of Health Law, the research carried out by the Institute must be basic and applied and have the purpose of contributing to the advancement of scientific knowledge, as well as to the satisfaction of the country's health needs, through scientific and technological velopment in biomedical, clinical, sociomedical, and epidemiological areas. In developing its research program, the Institute must take into account the programmatic and budgetary guidelines established by the Federal Executive Branch in these matters. Such research may be carried out with third-party resources, which in no case will be part of the Institute's assets and will be administered solely by the Institute for the agreed purpose. These resources may be managed by the researchers themselves, and their research projects may be submitted to the Institute for approval at any time.
That the research conducted by the Salvador Zubirán National Institute of Medical Sciences and Nutrition may be financed through third-party resources.
