Normative Provision for the Implementation and Regulation of the Common Curriculum Framework for Upper Secondary Education (Marco Curricular Común para la Educación Media Superior, MCCEMS)
This regulation sets forth the academic guidelines for strengthening Upper Secondary Education (Educación Media Superior, EMS) from an inclusive, participatory, and quality-oriented perspective, in alignment with the philosophical and pedagogical principles of the New Mexican School (Nueva Escuela Mexicana, NEM).
This normative instrument constitutes the educational proposal that governs, guides, and regulates the delivery of EMS. One of its purposes is to establish a common academic foundation that enables portability, and therefore the recognition and equivalency of studies; ensuring that all students engage in meaningful and transformative educational experiences that foster their integral development from a humanistic, scientific, intercultural, and gender perspective.
In this regard, the Agreement aims to establish and regulate the MCCEMS across all levels, modalities, and educational options provided for in the applicable provisions, in order to articulate study plans and programs and provide EMS with a cohesive identity.
Its primary purpose is to contribute to the comprehensive education of adolescents, youth, and adults enrolled in EMS through the Fundamental Curriculum, the Expanded Curriculum (student pathway support), and the Labor Curriculum.
The educational vision of the MCCEMS, as conceived within the NEM, is a national educational project that seeks equity, excellence, and continuous improvement in education, placing at the core of public action the maximum achievement of learning for girls, boys, adolescents, young people and adults. It is grounded in the principles of justice, inclusion, democratic participation, respect for diversity, and the collective construction of knowledge.
Based on the curricular components of the MCCEMS, two educational pathways are offered: the General Baccalaureate and the Technological Baccalaureate. The former is delivered through the Fundamental Curriculum, the Expanded Curriculum, and, where applicable, basic labor training. The latter is delivered through the Fundamental Curriculum, the Expanded Curriculum, and both basic and extended labor curricula with varying degrees of qualification.
In summary, this instrument will establish and regulate the academic integration of EMS educational services into the National Baccalaureate.
