1. El Instituto Nacional de Rehabilitación Luis Guillermo Ibarra Ibarra ha alcanzado un desarrollo significativo en todos sus procesos. 2. Los logros alcanzados por el INRLGII deben ser considerados como las bases para su proyección futura a los más altos niveles de calidad y de mejora continua. 3. Se requiere, tomando en cuenta los logros obtenidos, un nuevo planteamiento que partiendo de la reingeniería en su estructura, permita a la Institución dirigirse por nuevos cauces como Instituto Nacional de Salud. 4. Indudablemente, como siempre sucede con los cambios, existen riesgos que enfrenta la Institución que con tantas dificultades se ha creado y puesto en funcionamiento y entre los principales se encuentran: a) la desviación de los objetivos para los que fue creado, b) el deterioro de la calidad de sus procesos de Atención Médica, Enseñanza, Investigación y Administración y c) la insuficiencia y baja calidad de los servicios a las personas con discapacidad, que son el fin último de todas las acciones que se llevan a cabo en el ámbito de la Salud Pública. La visión hacia el futuro que se proyecta para cada uno de los programas del Instituto Nacional de Rehabilitación Luis Guillermo Ibarra Ibarra se encuentra en sintonía con la visión global del Instituto definida como: Consolidarse como la Institución de mayor prestigio en su campo, donde se desarrolle la Investigación de vanguardia en materia de Discapacidad y Rehabilitación, con Formación de Recursos Humanos líderes en este ámbito, como Modelo de Atención en problemas de salud discapacitantes de la población y centro de referencia a nivel Nacional e Internacional, alcanzando el más alto grado de Humanismo, Calidad y Eficiencia.

Among the main ones are: a) the deviation from the objectives for which it was created; b) the deterioration of the quality of its medical care, teaching, research, and administration processes; and c) the inadequacy and low quality of services for people with disabilities, who are the ultimate goal of all actions carried out in the field of public health. The vision for the future projected for each of the programs of the Luis Guillermo Ibarra Ibarra National Rehabilitation Institute is in line with the Institute's overall vision, defined as: To consolidate its position as the most prestigious institution in its field, where cutting-edge research in Disability and Rehabilitation is conducted, with the training of leading human resources in this field, as a model of care for the population's disabling health problems and a national and international reference center, achieving the highest level of humanism, quality, and efficiency.
