3. Taking into account the achievements obtained, a new approach is required, based on the reengineering of its structure, allowing the institution to move in new directions as a National Health Institute.
4. Undoubtedly, as always happens with change, there are risks facing the institution that was created and implemented with so much difficulty. Among the main ones are: a) the deviation from the objectives for which it was created; b) the deterioration of the quality of its medical care, teaching, research, and administration processes; and c) the inadequacy and low quality of services for people with disabilities, who are the ultimate goal of all actions carried out in the field of public health.
