Es una iniciativa del Gobierno de México que se implementa a través de la Subsecretaría de Educación Superior que busca, por un lado, dar cumplimiento al artículo 3° de Constitución Política de los Estados Unidos Mexicanos y, por otro lado, garantizar el derecho de la población en México a una educación superior de excelencia, pertinente y relevante. Contribuye a que los Planes y Programas de Estudios (2012, 2018 y 2022) sean pertinentes a los desafíos del siglo XXI para que los jóvenes adquieran los conocimientos teóricos y prácticos, competencias y habilidades necesarios para su desarrollo integral, y evitar, con ello, la deserción y fomentar su permanencia hasta concluir sus estudios. De esta manera, el Programa Presupuestario S300 Fortalecimiento a la Excelencia Educativa se convierte en el único medio estratégico para otorgar recursos financieros concursables para avanzar en la implementación de la Estrategia Nacional para el Mejoramiento de las Escuelas Normales, fortaleciendo a las Instituciones de Formación Docente Públicas, en especial a las Normales Bilingües Interculturales, a fin de favorecer la adscripción de las personas docentes en las localidades y regiones lingüísticas a las que pertenecen, así como impulsar programas de habilitación, formación, actualización y certificación para las futuras maestras y maestros en las lenguas y en las regiones correspondientes, favoreciendo la integración y consolidación de un sistema estatal de educación normal de excelencia, el mejoramiento de los servicios educativos y de la gestión de dichas Instituciones. Adicionalmente, este Programa contribuye a que las Instituciones de Formación Docente Públicas realicen proyectos integrales de Fortalecimiento a la Gestión Estatal (ProGEN) y de Fortalecimiento de la Escuela Normal (ProFEN) ambos formulados en el marco la Estrategia para el Desarrollo Institucional de la Escuela Normal (EDINEN).

It’s an initiative of the Government de Mexico that is implemented through the Subsecretaría de Educación Superior that seeks fulfill the 3rd article of the Constitución Política de los Estados Unidos Mexicanos and, to guarantee the right of the mexican population for a higher of excellence, pertinent and relevant education. It contributes to make the study plans and programs (2012, 2018 y 2022) relevant for the challenges of the 21st century so that young people acquire adequate theoretical and practical knowledge, competences and skills necessary for their integral development in order to avoid desertion and promote their permanence until the end of their studies. In this way, the S300 Program, Fortalecimiento a la Excelencia Educativa becomes the strategic means to grant financial resources to advance in the implementation of the National Strategy for the Improvement and strengthening the Public Teacher Training Institutions, especially the Intercultural- Bilingual Schools, in order to favor the assignment of teachers in the localities and linguistic regions to which they belong, as well as to promote habilitation, training, updating and certification programs for future teachers in the languages of the corresponding regions favoring the integration and consolidation of a state system of normal education of excellence, the improvement of educational services and the management of these institutions. Additionally, it helps Public Teacher Training Institutions carry out comprehensive Comprehensive Projects to Strengthen State Management (ProGEN) and Strengthening of the Normal School (ProFEN) formulated within the framework of the Strategy for Institutional Development of Normal Schools (EDINEN).
