El PFSEE es una iniciativa de la Secretaría de Educación Pública (SEP) que se orienta al fortalecimiento de los Servicios que brindan Educación Especial (SEE) en la Educación Básica, lo cual contribuye a que las y los estudiantes con discapacidad y/o aptitudes sobresalientes que asisten a dichos Servicios, cuenten con los recursos humanos y materiales que les permitan permanecer en el ciclo escolar, y de esta manera garantizar su derecho a la educación. El PFSEE se orienta a mejorar la oferta de capacitación al considerar temas específicos y afines a la atención, que requieren las y los profesionales de la educación como supervisores, directores, docentes y equipo de apoyo, al proporcionarles herramientas metodológicas, didácticas, prácticas y pedagógicas para ofrecer con pertinencia aquello que las niñas, niños, adolescentes y jóvenes con discapacidad y/o con aptitudes sobresalientes necesitan para aprender; de igual manera, contribuye a que madres, padres de familia y/o tutores constituyan una comunidad a través de talleres, cursos o red de padres de familia para mejorar la educación en sus hijas e hijos. Estas acciones se acompañan del equipamiento específico de manera que se cuente con material didáctico, material bibliográfico, equipo adaptado, tecnológico o multimedia, entre otros, para el logro de los aprendizajes de las y los estudiantes con discapacidad y/o aptitudes sobresalientes. Así mismo, se busca que las y los estudiantes tengan acceso a acciones complementarias haciendo vinculación con las instituciones para que los estudiantes tengan aquello que necesitan para desarrollarse integralmente. Todo esto, se determina a través de la identificación de necesidades que se plantean en el diagnóstico que realizan las autoridades educativas locales. El PFSEE reconoce que el fortalecimiento a los SEE será paulatino y de acuerdo con la suficiencia presupuestal, siempre con miras de garantizar la educación inclusiva de la población con discapacidad y/o con aptitudes sobresalientes.

The PFSEE is an initiative of the Ministry of Public Education (SEP) that is aimed at strengthening Special Education Services in Basic Education, which contributes to ensuring that students with disabilities and/or outstanding abilities who attend said Services have the human and material resources that allow them to remain in the school cycle, and in this way guarantee their right to education. The PFSEE is aimed at improving the training offer, considering specific topics related to the attention required by education professionals such as supervisors, directors, teachers and support staff, providing them with methodological, didactic, practical and pedagogical tools to offer with relevance what girls, boys, teenagers and young people with disabilities and/or with outstanding abilities need to learn; it also contributes to mothers, fathers and/or guardians forming a community through workshops, courses or a network of parents to improve the education of their daughters and sons. These actions are accompanied by specific equipment so that there is teaching material, bibliographic material, adapted equipment, technological or multimedia, among others, to achieve learning for students with disabilities and/or outstanding abilities. We also seek to ensure that students have access to complementary activities by establishing links with institutions so that students have what they need to develop fully. All of this is determined through the identification of needs that are raised in the diagnosis carried out by local educational authorities. The PFSEE recognizes that the strengthening of the SEE will be gradual and in accordance with budgetary sufficiency, always with a view to guaranteeing inclusive education for the population with disabilities and/or with outstanding abilities.
