La reforma al artículo 84 del Reglamento de la Ley del Servicios Exterior Mexicano se fundamenta en el Artículo 4 de la Constitución Política de los Estados Unidos Mexicanos que establece que toda persona tiene derecho a la identidad y a ser registrado de manera inmediata a su nacimiento y facilita las funciones de los miembros del Servicio Exterior Mexicano con facultades del registro civil.

The amendment to the Article 84 of the Regulations of the Mexican Foreign Services Law is based on Article 4 of the Political Constitution of the United Mexican States, which establishes that every person has the right to identity and to be registered immediately upon birth and facilitates the functions of members of the Mexican Foreign Service to provide these services .
