El anteproyecto tiene como propósito de establecer las POLÍTICAS, BASES Y LINEAMIENTOS en materia de adquisiciones, arrendamientos y servicios, que permitan ejercer el presupuesto, alcanzar las metas y cumplir con los programas de Lotería Nacional, bajo los criterios de transparencia, economía, imparcialidad, honradez, eficiencia y eficacia para la toma de decisiones en la adquisición y arrendamiento de bienes muebles y en la prestación de los servicios, así como considerando la modernización y el desarrollo administrativo, la descentralización de funciones y la efectiva y ordenada delegación de facultades.

The purpose of the draft project is to establish the POLICIES, BASES AND GUIDELINES regarding acquisitions, leases and services, which allow the budget to be exercised, achieve the goals and comply with the National Lottery programs, under the criteria of transparency, economy, impartiality, honesty, efficiency and effectiveness in decision-making in the acquisition and leasing of personal property and in the provision of services, as well as considering modernization and administrative development, decentralization of functions and the effective and orderly delegation of faculties.
