As stated, the Rules of Procedure of the Personnel Commission of the Mexican Foreign Service (RPCPSEM, by its acronym in Spanish) aim to regulate procedures within the Personnel Commission of the Mexican Foreign Service, its Subcommissions, and Working Groups, as well as to establish the involvement of its members within them.
By including a specific chapter on "Gender Perspective" in the publication of the RPCPSEM, it will provide greater support to promotion and recruitment competitions in line with the Career Plan of the Mexican Foreign Service (SEM).
They were approved at the Second Ordinary Meeting of the SEM Personnel Commission on April 10, 2024. Upon their publication, the Rules of Procedure of the Personnel Commission of the Mexican Foreign Service published on August 21, 2006, will be repealed.
Overall, the RPCPSEM update the processes of the SEM Personnel Commission, providing greater certainty in its work, making it more efficient and effective. An important reform is highlighted in the chapter "On disciplinary procedures," establishing that the Disciplinary Affairs Subcommission, in its proceedings, including investigation, evaluation of evidence, procedure substantiation, and when appropriate, sanctioning, must act from a gender perspective based on international and national human rights instruments, particularly in cases of sexual and/or labor harassment and harassment.
For the aforementioned and taken as a reference framework for the substantiation of disciplinary procedures followed in the Disciplinary Affairs Subcommission, the Protocol for the prevention, attention, and sanctioning of sexual harassment and sexual harassment was adopted, which aims to establish the bases of action for the uniform, homogeneous, and effective implementation of procedures to prevent, address, and sanction sexual harassment and sexual harassment in the dependencies and entities of the Federal Public Administration.
Likewise, the processes of the SEM Personnel Commission and its Subcommissions must be carried out from a gender perspective and based on international and national human rights instruments;
Finally, as a result of the reforms made to the Law of the Mexican Foreign Service and its Regulations, these affect the application of the Rules of Procedure of the SEM Personnel Commission, so it is necessary to establish new rules, in addition to what is described in the section of General Objectives of Regulation, in terms of:
a) Integration of the Mexican Foreign Service Personnel Commission (CPSEM);
b) Powers of the Presidency and Secretariat;
c) Sessions;
d) Subcommittees and Working Groups;
e) Quorum and adoption of recommendations; and
f) Meeting summaries
