These OPERATING RULES have the purpose of ensuring that public resources assigned to the Hydro-Agricultural Infrastructure Support Program are applied with strict adherence to the principles of equality, non-discrimination, efficiency, effectiveness, economy, honesty and transparency, indicated in the articles 1 and 134 of the Political Constitution of the United Mexican States. In this way, the bases are established to provide resources to hydro-agricultural users in order for them to carry out actions to preserve and improve the hydro-agricultural infrastructure, preferably federal, in the field of irrigation districts, irrigation units and technical rainfed districts. Likewise, measures are included aimed at reducing inequality between women and men, considering that 23%, 19% and 23% of the users of irrigation districts, irrigation units and technical rainfed districts, respectively, are women and that historically have had less access to the program, to promote the development of areas or regions, whose population registers poverty and marginalization rates indicative of the existence of marked insufficiencies and lags in the exercise of rights for social development and to promote participation of native peoples, indigenous and Afro-Mexican communities, as well as repatriated Mexicans, to take advantage of these subsidies, and to ensure that the population has access in terms of gender equality to the goods and services provided by this federal program. Likewise, special attention has been considered for the poorest and most needy groups. In this way, within the Program differentiated contribution requirements are established depending on the range of marginalization and social vulnerability of the hydro-agricultural beneficiaries. Additionally, these rules define the general objective, target population, coverage, general requirements, participating entities, operation, audit, control and monitoring, indirect expenses, evaluation, transparency, complaints and allegations regarding the hydro-agricultural program and its subprograms, applicable to the scope of Irrigation Districts, Technical Temporal Districts and Irrigation Units, where for each component the specific objective, access to support and characteristics of the support are described.
