Las presentes REGLAS DE OPERACIÓN tienen el propósito de asegurar que los recursos públicos asignados al Programa de Apoyo a la Infraestructura Hidroagrícola se apliquen con estricto apego a los principios de igualdad, no discriminación, eficiencia, eficacia, economía, honradez y transparencia, señalados en los artículos 1 y 134 de la Constitución Política de los Estados Unidos Mexicanos. De esta manera se establecen las bases para aportar recursos a las y los usuarios hidroagrícolas con el fin de que ejecuten acciones para preservar y mejorar la infraestructura hidroagrícola preferentemente federal en el ámbito de distritos de riego, unidades de riego y distritos de temporal tecnificado. Así mismo, se incluyen medidas encaminadas a reducir la desigualdad entre mujeres y hombres, considerando que el 23%, 19% y 23% de las personas usuarias de distritos de riego, unidades de riego y distritos de temporal tecnificado, respectivamente, son mujeres y que históricamente han tenido un menor acceso al programa, para impulsar el desarrollo de las áreas o regiones, cuya población registra índices de pobreza y marginación indicativos de la existencia de marcadas insuficiencias y rezagos en el ejercicio de los derechos para el desarrollo social y a fomentar la participación de los pueblos originarios, de las comunidades indígenas y afromexicanas así como de los mexicanos repatriados, para el aprovechamiento de estos subsidios, y a propiciar que la población tenga acceso en términos de igualdad de género a los bienes y servicios que otorga este programa federal. Así mismo, se ha considerado una atención especial para los grupos más pobres y necesitados. De esta manera, en el seno del Programa se establecen requerimientos de aportación diferenciados en función del rango de marginación y vulnerabilidad social de las y los beneficiarios hidroagrícolas. Adicionalmente en estas reglas se define el objetivo general, población objetivo, cobertura, requisitos generales, instancias participantes, operación, auditoria, control y seguimiento, gastos de Indirectos, evaluación, transparencia, quejas y denuncias referentes al programa hidroagrícola y sus subprogramas, aplicable al ámbito de los Distritos de Riego, Distritos de Temporal Tecnificado y Unidades de Riego, donde para cada componente se describe el objetivo específico, acceso a los apoyos y características de los apoyos.
