To address the need to systematize the maturation and execution of investment projects within the Secretariat of Infrastructure, Communications and Transportation (SICT), it is imperative to institutionalize and establish guidelines that promote best practices for the conceptualization, planning, evaluation, monitoring, and execution of projects. This will contribute to a more disciplined and transparent management approach, focused on efficiency, effectiveness, honesty, and legal certainty.
The establishment of a planning system for the development of investment projects is crucial. The importance of prioritizing studies and evaluations in the early stages, where influencing projects is easier and costs are lower, is emphasized. There is a need to emphasize preventive actions and mitigate risks in the initial phases to avoid indefinite delays in project execution.
The development of infrastructure projects encompasses various stages, from conception to operation, to facilitate railway transit and transportation, consider technical and regulatory aspects. This includes activities such as design, drawing up of plans, risk identification, economic, geological, topographic studies, social and environmental impact assessment, executive project, financing, right-of-way clearance, construction, commissioning, operation, and service provision. Execution often faces deficiencies, such as incomplete or pending procedures, leading to modifications during the process, with costs and delays in project completion. It is essential to eliminate these ineffective and costly practices. To ensure efficient development, a planning system is proposed that prioritizes studies and evaluations in the initial stages, where influencing projects with relatively low costs is more viable. In summary, a planning system with stage-by-stage maturation is suggested, based on partial and sequential authorizations, from conception to the final decision, implemented through the Institutional System for the Development of Investment Projects (SIDPI).
