El artículo 25 de la Constitución Política de los Estados Unidos Mexicanos establece que corresponde al Estado la rectoría del desarrollo nacional para garantizar que este sea integral y sustentable, en ese sentido el Estado mexicano considera prioritario el desarrollo regional del Istmo de Tehuantepec. Por lo que la emisión de la Declaratoria es una de las acciones que permitirá contribuir al desarrollo de la región del Istmo de Tehuantepec, con una visión integral, sustentable, sostenible e incluyente, que fomentará el crecimiento económico, productivo y cultural. La propuesta regulatoria es el documento por virtud del cual el Organismo Público Descentralizado, con personalidad Jurídica y patrimonio propio, sectorizado, a la Secretaría de Marina denominado Corredor Interoceánico del Istmo de Tehuantepec, creado mediante Decreto de fecha 14 de junio de 2019 y su reforma del 14 de marzo de 2023 publicadas en el Diario Oficial de la Federación (DOF) emite la DECLARATORIA DEL POLO DE DESARROLLO PARA EL BIENESTAR ASUNCIÓN IXTALTEPEC mediante la cual se declara como Polo de Desarrollo para el Bienestar Matías Romero Avendaño, ubicado en el municipio de Asunción Ixtaltepec, estado de Oaxaca. Con el objeto de delimitar el área geográfica que lo conforma, en cumplimento de los Criterios de Macro Localización, Comunicación y Conectividad, Poblacional, Consulta Indígena, Educativo, Territorial, de Factibilidad Industrial, de Sostenibilidad, y de Propiedad, y con la finalidad de instrumentar una plataforma logística que integre la prestación de servicios de administración portuaria que realizan las entidades competentes en los puertos de Coatzacoalcos, Veracruz de Ignacio de la Llave, y de Salina Cruz, Oaxaca, y su interconexión mediante transporte ferroviario, así como cualquier otra acción que permita contribuir al desarrollo de la región del Istmo de Tehuantepec, con una visión integral, sustentable, sostenible e incluyente, que fomente el crecimiento económico, productivo y cultural, acorde con el Plan Nacional de Desarrollo 2019-2024, en su Eje General I. del “Política y Gobierno”, apartado “Cambio de Paradigma”, entre otros objetivos, garantizar el empleo, la educación, la salud y el bienestar, mediante la creación de puestos de trabajo, la inversión en infraestructura y los proyectos regionales, entre los cuales se encuentra el Programa para el Desarrollo del Istmo de Tehuantepec, cuyo eje es el Corredor Multimodal Interoceánico. Con la instalación de los citados polos de desarrollo para el bienestar se busca, además, crear nichos de mercado orientados al desarrollo sustentable, el cuidado al medio ambiente y respeto a la diversidad cultural.

In order to delimit the geographical area that comprises it, in compliance with the Criteria of Macro Location, Communication and Connectivity, Population, Indigenous Consultation, Educational, Territorial, Industrial Feasibility, Sustainability, and Property, and with the purpose of implement a logistics platform that integrates the provision of port administration services carried out by the competent entities in the ports of Coatzacoalcos, Veracruz de Ignacio de la Llave, and Salina Cruz, Oaxaca, and their interconnection through rail transport, as well as any other action that allows contributing to the development of the region of the Isthmus of Tehuantepec, with a comprehensive, sustainable, sustainable and inclusive vision, that promotes economic, productive and cultural growth, in accordance with the National Development Plan 2019-2024, in its General Axis I .of the “Politics and Government”, section “Paradigm Change”, among other objectives, guarantee employment, education, health and well-being, through the creation of jobs, investment in infrastructure and regional projects, among which is the Program for the Development of the Isthmus of Tehuantepec, whose axis is the Interoceanic Multimodal Corridor. With the installation of the aforementioned development poles for well-being, the aim is also to create market niches aimed at sustainable development, care for the environment and respect for cultural diversity.
