The Additional Protocol to the Framework Agreement of the Pacific Alliance, signed in Cartagena de Indias, D.T. and C. Republic of Colombia on February 10, 2014 (Additional Protocol), entered into force on May 1, 2016. For its part, the International Agreement on the Harmonized Commodity Description and Coding System (Harmonized System), of which the countries of the Pacific Alliance are part of, establishes a common nomenclature to streamline customs procedures and facilitate international trade. On January 1, 2022, the World Customs Organization adopted the Seventh Amendment to the Harmonized System, which includes modifications that directly affect Annex 4.2 (Specific Origin Requirements) of the Additional Protocol, therefore, the Rules of Origin Committee, Procedures Related to Origin, Trade Facilitation and Customs Cooperation, adapted said Annex to the Seventh Amendment. In this sense, on November 24, 2022, the Free Trade Commission of the Additional Protocol to the Framework Agreement of the Pacific Alliance, in accordance with article 16.1.2. of the Additional Protocol adopted Decision No. 15 regarding the update of Annex 4.2 (Specific Requirements of Origin) to the Harmonized System 2022 and its Annex. In this sense, the purpose of this Agreement is to inform individuals and customs authorities of Decision No. 15 and its Annex, which do not generate obligations or costs for individuals.
