In compliance with article 6 section X Sections A, B and C, 9, 10, 11, 12 and 28 of the Organic Products Law (LPO); 40, 41, 61 and 62 of its Regulations (RLPO), as well as the update ordered by the Third Transitory Article of the Agreement by which the Guidelines for the Organic Operation of agricultural activities are disclosed, published on October 29 of 2013, the Secretariat coordinated in 2021 and 2022 the Group of Experts of the National Organic Production Council (GEC), whose purpose is to provide technical and/or scientific support for updating the National List of Permitted Substances in attention to the requests received by the productive sector in order to include, eliminate or change the specifications of use of the substances, materials, products, inputs, and the methods and ingredients of the National List; likewise, it coordinated the Regulatory Framework Working Group (GTMR) of the National Organic Production Council (CNPO), which, in its capacity as a consultative body, issued its opinion and pronouncement for the update of the aforementioned List, at the request of the productive sector and taking into account changes in international regulation on the matter.
Under this regulatory context, it is necessary to update the National List according to the productive needs of the organic sector and based on the evaluations and opinions of the GEC, and in accordance with the criteria, requirements and procedure established in articles 265, 266, 268, 271, 274 and 275 of the Agreement by which the Guidelines for the Organic Operation of agricultural activities are made known, and its modification, published in the Official Gazette of the Federation on October 29, 2013 and June 8, 2020, respectively.
The regulatory proposal consists of updating the list of substances, materials, products, inputs, methods and ingredients that are established in ANNEX 1.- National List of Substances Allowed for the Organic Agricultural Operation of the previously indicated Agreement, according to the uses and applications provided for in article 266 of the Guidelines Agreement published in 2013, referred to above, ordering them alphabetically, are arranged of generic origin and as permitted with or without restrictions of use, to be used in certified organic production under the LPO.
