Este instrumento tiene por objeto armonizar y establecer los planes y programas de estudio para la formación de maestras y maestros de educación básica, con los énfasis que propone la educación básica a través del diseño de 18 licenciaturas que atienden la diversidad de la población en México: Licenciaturas en Educación Inicial, Preescolar, Primaria, Preescolar Intercultural, Plurilingüe y Comunitaria, Primaria Intercultural, Plurilingüe y Comunitaria, Educación Física, Inclusión Educativa y Licenciatura en Educación Especial. Asimismo, se incorporan diez licenciaturas en la enseñanza y aprendizaje del Español, Inglés, Historia, Geografía, Matemáticas, Física, Química, Biología, Telesecundaria y Formación Ética y Ciudadana. Lo anterior, en el marco del artículo 3o de la Constitución Política de los Estados Unidos Mexicanos, el cual mandata que corresponde al Estado la rectoría de la educación, que las maestras y los maestros son agentes fundamentales del proceso educativo y, por tanto se reconoce su contribución a la transformación social; de la Ley General de Educación, que establece que la educación impartida por el Estado, además de obligatoria, será universal, inclusiva, pública, gratuita y laica y, que el Estado, a través de la Nueva Escuela Mexicana, buscará la equidad, la excelencia y la mejora continua en la educación, para lo cual colocará al centro de la acción pública el máximo logro de aprendizaje de las niñas, niños, adolescentes y jóvenes, tendrá́ como objetivos el desarrollo humano integral del educando, reorientar el Sistema Educativo Nacional, incidir en la cultura educativa mediante la corresponsabilidad e impulsar transformaciones sociales dentro de la escuela y en la comunidad; así como de la Ley General de Educación Superior, que establece los criterios para la actualización de planes y programas de estudio de las escuelas normales.

The purpose of this instrument is to harmonize and establish the study plans and programs for the training of basic education teachers, with the emphasis proposed by basic education through the design of 18 degrees that serve the diversity of the population in Mexico: Degrees in Initial Education, Preschool, Primary, Intercultural, Multilingual and Community Preschool, Intercultural, Multilingual and Community Primary, Physical Education, Educational Inclusion and Degree in Special Education. Likewise, ten degrees are incorporated in the teaching and learning of Spanish, English, History, Geography, Mathematics, Physics, Chemistry, Biology, Telesecundaria and Ethical and Civic Education. The foregoing, within the framework of article 3 of the Political Constitution of the United Mexican States, which mandates that the stewardship of education corresponds to the State, that teachers are fundamental agents of the educational process and, therefore, it is recognized its contribution to social transformation; of the General Education Law, which establishes that the education provided by the State, in addition to being compulsory, will be universal, inclusive, public, free and secular, and that the State, through the New Mexican School, will seek equity, excellence and continuous improvement in education, for which the maximum learning achievement of girls, boys, adolescents and young people will be placed at the center of public action, it will have as its objectives the integral human development of the student, reorient the National Educational System, influence the educational culture through co-responsibility and promote social transformations within the school and in the community; as well as the General Law of Higher Education, which establishes the criteria for updating study plans and programs of normal schools.
