El Reglamento tiene por objeto detallar las disposiciones de la Ley sobre el Escudo Bandera e Himnos Nacionales, facilitando a los ciudadanos y a las instituciones un acceso sencillo, claro y amplio para reproducir, usar y difundir los Símbolos Patrios, observando ante todo la libertad de expresión y exaltando en todo momento su respeto, favoreciendo el fomento en el uso y difusión de los mismos con mínimas restricciones por parte del Pueblo de México.

The purpose of the Regulations is to detail the provisions of the Law on the Flag Shield and National Anthems (Law), providing citizens and institutions with simple, clear and broad access to reproduce, use and disseminate the Patriotic Symbols, observing above all the freedom of expression and exalting at all times their respect, favoring the promotion in the use and dissemination of the same with minimum restrictions by the People of Mexico.
