La Norma Oficial Mexicana NOM-031, tiene como objetivo establecer las características de organización, funcionamiento e infraestructura que deben observar los establecimientos de los sectores público, social y privado que presten servicios de asistencia social a personas adultas y personas adultas mayores en situación de riesgo y vulnerabilidad. Se integran nuevas definiciones para la mejor comprensión y claridad para las instituciones obligadas a su cumplimiento, ejemplo: Actividades básicas de la vida diaria; a las tareas que permiten la supervivencia y el bienestar básicos, que están orientadas al autocuidado, incluyendo la alimentación, la higiene personal, el uso del sanitario, bañarse, vestirse, movilizarse dentro de la casa, así́ como la continencia urinaria y fecal. Asimismo, establece los requisitos mínimos para el funcionamiento de los establecimientos que brindan asistencia social a las personas adultas y personas adultas mayores, como el Aviso de funcionamiento y el aviso de responsable sanitario, el Programa interno de protección civil, los Expedientes administrativos de la persona adulta y persona adulta mayor y la Incorporación al Directorio Nacional de Instituciones de Asistencia Social del Sistema Nacional para el Desarrollo Integral de la Familia. En su contenido establece los servicios y sus características para las Estancias permanentes y temporales y los requisitos de los recursos humanos y la infraestructura de estos establecimientos.
