These Operating Rules have as their fundamental purpose that the application of the subsidies of the Program of Water, Sewerage and Sanitation (Programa de agua potable, drenaje y tratamiento- PROAGUA) is carried out with efficiency, effectiveness, economy and transparency, establishing the regulatory mechanisms of access, monitoring, evaluation and accountability. This program seeks to maintain and increase the access to water, sewerage and sanitation with greater equity and social justice, to benefit rural, urban, indigenous or African descendent populations, which are the most disadvantaged communities, as well as incorporate women in the decision-making process in the water sector to reduce the existing gender gap, the Program also aims to guarantee the access to personal and domestic water consumption. This Program is made with a multi-sector and coordination approach between the three levels of government in order to contribute to the warranty of the Human Right to Water, as well as to face the increasing demand for water, sewerage and sanitation services, giving priority to those that are framed into water plans or comprehensive assessment plans. This Program aims to benefit a greater number of inhabitants of the urban and rural areas of the 32 State Governments, mainly in those included in the Decree that enunciates the Areas of Priority Attention (Decreto por el que se formula la Declaratoria de las Zonas de Atención Prioritaria) which is annually published in the Official Journal of the Federation.
