The agreement aims to make known the results of national groundwater technical studies carried out by the national water Commission in accordance with the provisions of article 38 of the law of national waters and which seeks to identify the comprehensive situation of the water resources of the watershed Arroyo Zarco, Río Ñadó, Río Galindo, Río San Juan 1, Río Tecozautla, Río San Juan 2, Río Grande de Tulancingo, Río Metztitlán 1, Río Metzquititlán, Río Metztitlán 2, Río Amajaque, Río Claro, Río Amajac, Río Calabozo, Río Los Hules, Río Tempoal 1, Río San Pedro, Río Tempoal 2, Río Verde 1, Río Verde 2, Río Verde 3, Arroyo El Puerquito o San Bartolo, Arroyo Altamira, Río Santa María 1, Río Santa María 2, Río Santa María 3, Río Tamasopo 1, Río Tamasopo 2, Río Gallinas, Río El Salto, Río Valles, Río Tampaón 1, Río Choy, Río Coy 1, Río Coy 2, Río Tampaón 2, Río Victoria, Río Tolimán, Río Extoraz, Embalse Zimapán, Río Moctezuma 1, Río Moctezuma 2, Río Tancuilín, Río Huichihuayán, Río Moctezuma 3, Río Moctezuma 4, Río Jaumave-Chihue, Río Guayalejo 1, Río Guayalejo 2, Río Sabinas, Río Comandante 1, Río Comandante 2, Río Mante, Río Guayalejo 3, Arroyo El Cojo, Río Tantoán, Río Guayalejo 4, Río Tamesí, Río Moctezuma 5, Río Chicayán 1, Río Chicayán 2, Río Pánuco 1, Arroyo Tamacuil o La Llave and Río Pánuco 2, which make up the Pánuco River hydrological sub-region, one of the two that divides Hydrological Region number 26 Panuco, in order to determine the actions that will update the causes of utility and public interest specified in the law itself, as well as addressing the water problem existing in the region, in particular, the appropriateness of amending the regulatory framework effective in the control of the holding, use or use of national waters. In this sense, the study concludes recommending to amend the Decree of 1999 on the side that says that 30% of availability may not lease since it must be to cover minimum flows and establish a national surface water reserve for use environmental or ecological conservation by 4,182 million cubic meters recorded output of the basin Río Panuco 2, i.e. in the discharge of the main sea channel, as well as updating the framework regulatory basins where there is closed and those that are they are in deficit.
