Los lineamientos tienen por objeto establecer las disposiciones que deben cumplirse para la organización y el funcionamiento de los Consejos Técnicos Escolares de Educación Básica (CTE), como órganos colegiados de mayor decisión técnico pedagógica de cada escuela, encargados de tomar y ejecutar decisiones enfocadas a alcanzar el máximo logro de los aprendizajes de los alumnos de la misma. El documento está integrado por seis capítulos: El primero considera las disposiciones generales y un glosario de términos que permite establecer el sentido y propósito que persiguen. El segundo capítulo define la organización del CTE: personal educativo que lo integra, las funciones de quien preside el CTE y las de sus integrantes, así como la periodicidad de las sesiones a lo largo del ciclo escolar. El tercero capítulo describe la misión y los propósitos del CTE, orientando a sus integrantes para favorecer las condiciones de su cumplimiento. El capítulo cuarto delimita las atribuciones y las funciones del CTE, en relación con las prioridades educativas de la escuela, en el marco del Sistema Básico de Mejora. El capítulo quinto corresponde al funcionamiento del CTE, centra su trabajo en la formación integral de los alumnos, mediante los procesos de la Ruta de Mejora Escolar, considerando el trabajo colaborativo, el aprendizaje entre pares y entre escuelas, el diálogo con los distintos actores del proceso educativo, así como la retroalimentación al colectivo docente. Además se establecen las responsabilidades del supervisor escolar para el adecuado funcionamiento de las sesiones de CTE. Finalmente, el capítulo sexto describe los procesos de la Ruta de Mejora Escolar, como sistema de gestión que permite a la escuela ordenar sus decisiones con respecto al mejoramiento del servicio educativo y focalizar los esfuerzos de la autoridad educativa escolar. Implica procesos de planeación, implementación, seguimiento, evaluación y rendición de cuentas.

The guidelines have as their object to establish the provisions that must be fulfilled for the organization and operation of the Technical School Councils of Basic Education, as collegiate organs of major technical pedagogical decision of each school, in charge of taking and executing decisions aimed at reaching the maximum achievement of the learnings of all the students. The document is integrated by six chapters: The first chapter considers the general provisions and a glosary of terms that allows establishing the meaning and purpose they pursue. The second chapter defines the organization of the Technical School Councils: educational personnel that integrate it, the functions of the president and members of the Technical School Councils, as well as the periodicity of the sessions throughout the school year. The third chapter describes the mission and purposes of the Technical School Councils, orienting its members to favor the conditions of their fulfillment. The fourth chapter delimits the attributions and the functions of the Technical School Councils, in relation to the educational priorities of the school, within the framework of the Basic System of Improvement. The fifth chapter corresponds to the functioning of the Technical School Councils, focusing its work on the integral formation of the students, through the processes of the School Route of Improvement, considering the collaborative work, the learning between peers and between schools, the dialogue with the different actors of the educational process, as well as feedback to the teaching staff. Also the responsibilities of the school supervisor are established for the proper functioning of the Technical School Councils sessions. Finally, chapter six describes the processes of the School Improvement Route as a management system that allows the school to order its decisions regarding the improvement of the educational service and to focus the efforts of the school education authority. It implies processes of planning, implementation, monitoring, evaluation and accountability.
