The Agreement established the fee total annual catch of blue marlin (Makaira nigricans) and white marlin (Tetrapturus spp) for the years 2016, 2017 and 2018, to be distributed among the catch of the fleet of tuna longline and sports-recreational fleet in federal waters, in the Gulf of Mexico and Caribbean Sea.  Also established the minimum catch size for sports-recreational fishing fleet
