El anteproyecto de decreto de reforma al Reglamento Interior de la Secretaría de Educación Pública (RISEP), es congruente con el proceso de adecuación al marco normativo y con el de la política educativa planteada en la Reforma Educativa. Una de las estrategias fundamentales es el fortalecimiento de la planeación y la evaluación de la política educativa, las cuales se nutren del Sistema de Información y Gestión Educativa que opera actualmente. La reforma constitucional, destaca que el Estado garantizará la calidad en la educación de manera que los materiales y métodos educativos, la organización escolar, la infraestructura educativa y la idoneidad de los docentes y los directivos garanticen el máximo logro de aprendizaje de los educandos. Se otorgan atribuciones a la Dirección General de Presupuesto y Recursos Financieros para operar un sistema de administración de nómina del personal contratado en el ámbito estatal, el cual a partir del mes de enero del presente año está a cargo de la Oficialía Mayor de esta Secretaría. Con base en las consideraciones anteriormente expresadas, el presente anteproyecto plantea las modificaciones siguientes: Se derogan los artículos correspondientes a la Dirección General de Formación Continua de Maestros en Servicio (artículo 33) y a la Coordinación Nacional de Carrera Magisterial (artículo 43), en razón de que sus atribuciones fueron transferidas al órgano desconcentrado denominado Coordinación Nacional del Servicio Profesional Docente. Se incorpora como órgano desconcentrado de la Secretaría de Educación Pública la Coordinación General @prende.mx, encargada de cumplir con las previsiones del Plan Nacional de Desarrollo (PND) y del Programa Sectorial de Educación (PSE), para impulsar la educación mediante la impartición de contenidos temáticos con el apoyo de tabletas digitales. La Dirección General de Presupuesto y Recursos Financieros incorpora en sus atribuciones lo relativo al sistema de administración de nómina del personal contratado en la educación básica en los estados; con el fin de eficientar los recursos públicos en la educación. Asimismo, sus facultades en materia programático – presupuestario pasan a la Dirección General de Planeación, Programación y Estadística Educativa.  La Dirección General de Evaluación de Políticas, deja de ser una instancia normativa en materia de evaluación de la educación, porque esta facultad actualmente la ejerce el Instituto Nacional para la Evaluación de la Educación (INEE). Con el propósito de sustentar la congruencia de su operación, coordinación y evaluación en los términos de la Ley General de Educación, la Ley General del Servicio Profesional Docente y la Ley del INEE, se modifican algunas atribuciones de unidades administrativas de las Subsecretarías de Educación Media Superior y Superior, para alinearlas a los principios de eficiencia y eficacia que sustenta la Reforma Educativa. La Dirección General de Educación Superior Tecnológica desaparece y sus atribuciones las asumen el nuevo órgano desconcentrado Tecnológico Nacional de México. En concordancia con las nuevas tareas que exige la atención a la demanda educativa de educación media superior y superior de carácter intercultural en el país fundamentada en la reforma constitucional, se modifica el marco de atribuciones de la Coordinación General de Educación Intercultural y Bilingüe. La Dirección General de Acreditación, Incorporación y Revalidación, deroga las atribuciones relativas a los trámites del reconocimiento de validez oficial de estudios a los particulares, toda vez que dichas atribuciones las ejercerán las unidades administrativas adscritas a los tipos educativos de educación media superior y superior. Se precisan atribuciones relativas a la normatividad en materia de certificación, control escolar, revalidación y equivalencias de estudios establecidas en la Ley General de Educación. A la Dirección General de Desarrollo Curricular se agrega el diseño de planes y programas de estudio de escuelas de educación básica del tipo artístico.

The pre-project of decree of reform to the Internal Regulation of the Secretariat of Public Education (RISEP) is coherent with the process of matching to the normative frame and with the one related to educational policy stated in the Educational Reform. One of the fundamental strategies is the strengthening of the evaluation and planning of the educational reform, both of which are sustained from the System of Information and Educational System currently being developed. The constitutional reform highlights that the State will guarantee the quality in education in such a way that materials and educational methods, scholar organization, educational infrastructure and the sustainability of professors and chief executives will guarantee the highest learning achievement of the students. Attributions are granted to the General Budget and Finance Resources Direction to operate a payroll administration system of the personnel hired in the states, which from the month of January of the present year is in charge of the General Administrative Office from this Secretariat. The present pre-project states the following modifications, based on the previously exposed considerations. The articles corresponding to the General Continual Training General Direction are repealed (article 33) and to the National Coordination Teaching Development (article 43) due to the fact that its attributions were transferred to the decentralized organization denominated Professional Teaching Service National Coordination. The  General Coordination @prende.mx is incorporated as a decentralized organism of the Secretariat of Public Education, and it is in charge of meeting the regulations of the National Development Plan (PND) and the Education Sector Program (PSE) to impulse education through the teaching of thematic contents with the support of digital tablets. The General Budget and Finance Resources Direction incorporates in its attributions what is related to the system of payroll administration of the personnel hired in basic education in the states, with the purpose of making more efficient the public resources in the education. At the same time their faculties regarding budgeting- program issues are granted to the General Planning, Programming and Educational Statistics Direction. The General Direction of Policies Evaluation is no longer a normative organism regarding educational evaluation because this faculty is currently executed by the National Institute for the Educational Evaluation (INEE) With the purpose of supporting the coherence in its operation, coordination and evaluation in terms of the General Educational Law, the General Professional Teaching Service Law and the INEE Law, some attributions of specific administrative areas in the High School Education Sub-secretariats are modified to align them to the principles of efficiency and efficacy stated in the Educational Reform   The General Upper Technological Education Direction disappears and its attributions are taken by the new decentralized organism National Technological of Mexico.  In agreement with the new tasks demanded by the attention of the educational demand in Upper and College Education of intercultural approach in the country supported in the constitutional reform, the frame of attributions of the General Intercultural and Bilingual Education Coordination are modified.     The General Accreditation, Incorporation and Revalidation Direction repeals the attributions related to the paperwork of the official validation recognition to privates, since such attributions will be performed by the administrative areas belonging to the educational types of upper and college education. Attributions related to the normativity regarding certification, scholar control, revalidation and equivalence of studies established in the General Education Law are stated. The design of plans and study programs of basic education school of the artistic area are added to the General Curricular Development Direction.
