From the "AGREEMENT that updates the average annual availability of the surface national waters of the
757 hydrological basins that comprise the 37 hydrological regions in which the United States of Mexico is divided", published in the Official Gazette of the Federation on 07 July 2016, it is clear that in the Río San Pedro, Presa Calles, Presa El Niágara, Presa el Cuarenta, Río de Lagos, Presa Ajojucar, Río Grande, Río Encarnación, Río Aguascalientes, Río San Miguel, Río del Valle, Río Verde 1, Río Verde 2, Río Palomas, Presa El Chique, Río Juchipila 1, Río Juchipila 2, Río Santiago 1, Río Santiago 2, Presa Santa Rosa, Río Santiago 3, Río Tepetongo, Río Tlaltenango, Arroyo Lobatos, Río Bolaños 1, Río Bolaños 2, Río San Juan, Río Atengo, Río Jesús María, Río Huaynamota, Río Santiago 4, Río Santiago 5 y Río Santiago 6 watersheds, which are part of the Santiago River Hydrological Subregion of the Hydrological Region Number 12 Lerma-Santiago, there are volumes that can be exploited, but there are legal instruments (closures) that prevent such use and do not allow the attention of additional priority demands of surface water in these basins, or solving the associated conflicts. So, the proposed regulation seeks to abrogate the agreements that suspended the processing of applications to take water from Tlaltenango, Santiago y Aguascalientes rivers, to establish water reserve areas for domestic, urban and environmental public or ecological conservation. With the above, it will be possible to take advantage of the volume available in these basins, giving priority to the current and future demands of domestic and urban public use and to provide volumes for environmental use or ecological conservation.
