The objective of the present study is hydrological basins Río Salado, Río Grande, Río Trinidad, Río Valle Nacional, Río Playa Vicente, Río Santo Domingo, Río Tonto, Río Blanco, Río San Juan, Río Tesechoacán, Río Papaloapan, Llanuras de Papaloapan, Río Jamapa, Río Cotaxtla, Jamapa-Cotaxtla y Llanuras de Actopan, that are part of the Hydrologic Region Number 28 Papaloapan, and that are located within the states of Oaxaca, Puebla and Veracruz. The population in 2010 of these basins was 4,092,889inhabitants and it is expected that by 2070 it will reach 6,579,852 inhabitants, which requires an additional volume to that currently supplied to the urban and rural localities of these municipalities. The study concludes by recommending the establishment of surface national water reserves to be used for the urban and domestic public uses of the population, which is forecast for 2070 for a total volume of 145.586 million cubic meters distributed in the hydrological basins studied, as well as reserving 31,182.22 million of cubic meters for environmental use or for ecological conservation in the hydrological basins plains of Papaloapan, Jamapa-Cotaxtla and Plains of Actopan.
