Las modificaciones a los numerales V.1.5 y V.1.18 de las “Políticas, Bases y Lineamientos en Materia de Adquisiciones, Arrendamientos y Servicios de la Secretaría de la Función Pública” (POBALINES), principalmente consistieron en lo siguiente: V.I.5 “Cargo de los servidores públicos o el área responsable de realizar la investigación de mercado, de conformidad con las disposiciones del Reglamento de la Ley”. Se especificó en qué casos la Subdirección de Mercadeo podrá solicitar el apoyo del área requirente de los bienes o servicios; asimismo, se adicionó un párrafo estableciendo los documentos que deben integrarse al expediente de contratación con relación a la Investigación de Mercado. Numeral V.1.18 “Las áreas responsables de llevar a cabo los trámites necesarios para el pago de las facturas que presenten los proveedores”. Se puntualizó que el administrador del contrato o pedido, una vez recibido el servicio, remitirá el formato “Conformidad de Prestación del Servicio”, a la Dirección General de Programación y Presupuesto, previo al envío de la factura electrónica por parte del proveedor, para continuar con el procedimiento de pago respectivo. En el caso de bienes, el administrador del pedido o contrato, una vez recibidos éstos a plena satisfacción del Departamento de Almacén remitirá el formato de “Entrada al Almacén” a la Dirección General de Programación y Presupuesto, previo al envío de la factura electrónica por parte del proveedor, para continuar con el procedimiento de pago respectivo. Asimismo, se adicionó un párrafo en este numeral estableciendo que el proveedor deberá presentar su factura electrónica para cobro en la dirección electrónica que señale la Dirección General de Programación y Presupuesto, debidamente requisitada y cubriendo los requisitos establecidos en las disposiciones jurídicas aplicables. Dichas modificaciones tuvieron como objeto, actualizar las Políticas, Bases y Lineamientos en Materia de Adquisiciones, Arrendamientos y Servicios de la Secretaría de la Función Pública, de acuerdo a la operación actual y a la normatividad vigente.
