The modification of the Presidential Decree published in the Official Gazette of the Federation on November 30, 2007, which declared a protected natural area (ANP), with the category of biosphere reserve, the region known as Zicuirán-Infiernillo, located in the municipalities of Arteaga, Churumuco, La Huacana and Tumbiscatío, in the State of Michoacán de Ocampo, aims to establish the legal framework consistent with what is established in the General Law of Ecological Equilibrium and Protection of the Environment, Through amendment of Sections II, III and IV of Article Fourteen of the same, in order to ensure ecological balance, protection of the environment, sustainable use of the natural resources of the region and allow the continuity of the Activities developed by the local population, mainly those related to the primary sector in an efficient regulatory framework, which promotes constructive behaviors with medium and long term vision, providing a licit structure to the human interaction in the ANP, so that it does not compromise The satisfaction of the needs of present and future generations.
The draft decree does not generate compliance costs for private individuals and allows the satisfaction of the socioeconomic needs of the inhabitants of the Zicuirán-Infiernillo region in the legal framework, as well as the most efficient government action to achieve the objectives set for the ANP, within an adequate institutional framework, in such a way as to create a prosperous, inclusive and sustainable society, as established in the National Development Plan 2013-2018.
